Request for Proposals: Butte Meadows, Forbestown, Clipper Mills Hazard Tree Mitigation

Dear interested contractors,

The Butte County Fire Safe Council is soliciting Request for Proposals from qualified contractors to provide hazard tree mitigation and removal services within the communities of Butte Meadows, Forbestown, and Clipper Mills. BCFSC is seeking up to four (4) California Licensed Timber Operators (LTO-A) to complete this work.

Selected contractor(s) will be required to enter into a contract with BCFSC for the services requested in this Request for Proposals following award. Contractors submitting a proposal must be prepared to use the BCFSC's standard contract form rather than their own contract form.

Work is anticipated to begin in August 2026 and continue through April 2027. Funding for this project has been secured through a Bureau of Land Management (BLM) grant awarded to the California Fire Safe Council (CFSC), with the Butte County Fire Safe Council (BCFSC) serving as the subrecipient. The project will reduce wildfire risk, protect watersheds, improve forest health, enhance evacuation safety, and support firefighting operations in the communities of Butte Meadows, Forbestown, and Clipper Mills.

Contractors will be provided with a sample set of tree removal work representing varying levels of complexity and will be asked to submit their most competitive pricing to complete the work. Proposals will be evaluated based on proof of a current California Licensed Timber Operator (LTO-A) license, proposed pricing (including per-parcel and per-tree costs), equipment capabilities, and the contractor's demonstrated ability to perform tree removal work safely and efficiently. Contractor(s) selected through this process will be eligible to bid on future work packages within the project communities.

Timeline:

  • Mandatory Contractor Walk Through (Forbestown) — Wednesday, July 29th, 2026, at 8:30am. Meeting location: 3900 Olive Highway (Gold Country Casino gas station parking lot, by Tyme for Coffee).
  • Mandatory Contractor Walk Through (Butte Meadows) — Wednesday, July 30th, 2026, at 8:30am. Meeting location: Park n Ride in Chico, CA, east parking lot.
  • Contractors must attend one of the mandatory walk-throughs in person in order to submit a bid on the project.
  • Any inquiry regarding this RFP must be submitted in writing to [email protected] by Tuesday, August 4th, 2026, by 4:00pm.
  • Responses shall be made in the form of "Addendum to the Document" and shall be furnished to all bidders via e-mail by Friday, August 7th, 2026, by 4:00pm.
  • Bids shall be submitted to BCFSC no later than the morning of Monday, August 10th, 2026, by 8:00am.

The BCFSC will select contractor(s) and award the contract within 90 days after the bid submission deadline.
